Make a circle for the left shoulder and an oval right the right one and then create a new path with a large curve for the right arm.

Create the path for the arm, fill it with black and then with a slightly a darker blue.

Next we’re going to make the arm appear to be divided into segments, so on a new layer create a black oval shape. Keeping the selection active, nudge it up 1 pixel and then use the selection to delete the contents, leaving a curved line.

Duplicate the curved line and rotate it using the free transform tool (edit > free transform). Make more duplicates all the way up the arm for each segment.

Make another duplicate of the segment curve, moving it over to the left of the image. Merge all the other curves with the arm and then duplicate the arm layer, also moving it over to the left and flipping it horizontally (edit > tansform > flip horizontal). Use the free transform tool to rotate the arm a bit and then add some curved lines to it.

Next, create a path for a panel on the main body, convert it to a 1 pixel outline using stoke path.
