Next, with the Pen Tool, make a small curved path at the left of the red balloon like this:

Now right-click the path and click Stroke Path use the option Brush.

With either Brush Tool or the Pen Tool, make another smaller spot underneath that one.

After that I moved the highlights over slightly to the left.

Repeat these steps with the blue balloon.

The last thing to do is add string/rope to each balloon. Create a new layer then get the Brush Tool. Change the brush to a 2px soft/solid brush.
Now get the Pen Tool and draw a curvy path around and underneath the balloons lip thing.

Right click the path and click Stroke Path be sure to use Brush and be sure Simulate Pressure is not on.
Repeat with the left balloon.

With a large, soft eraser, erase some of the bottom of each string.
