After applying all of the layer styles, select the text by holding ctrl and clicking the layer’s thumbnail. Now contract the selection by about 2 pixels (Select > Modify > Contract)

After you contracted the selection, feather the selection by about 2 pixels by going to Select > Feather…
Create a new layer then make sure your colors are reset to black & white.
Apply Filter > Render > Clouds for the inside of the selection.

Now apply Filter > Noise > Add Noise with an amount of about 14.

Lastly, change the layer mode for the noise clouds layer to Vivid Light and lower the opacity to about 70%.
